Peter Kugel is a specialist in the regulation of environmental, health, and safety risks and has extensive experience in regulatory matters and litigation in the fields of the environment, chemicals, food, and pharmaceuticals. He is a partner in the EU, Trade, and Competition team.
Peter has a particular interest in the role of science and expert opinions in regulatory law and policy concerning hazards and risks, as well as in the use of scientific evidence in regulatory decision-making and judicial review of science-based measures by courts.
His focus areas include chemical control law and policy, downstream use of chemicals, free movement of goods, market access conditions of all kinds, occupational health and safety obligations, and product safety requirements (restrictions on marketing and use, substance classification, product authorization, EU-wide substance approvals, packaging and labeling requirements, claims, CE marking, “green marketing,” eco-labeling, specific sectoral requirements, etc.).
Peter also practices European and international environmental law, focusing on sustainability and product stewardship (air, soil, and water quality, waste (hazardous) management, emissions and resource efficiency, nature and biodiversity laws, marine and coastal protection, etc.).
Additionally, he has expertise in EU and international fisheries law (quota issues, partnership agreements, etc.).
Peter founded his own law firm in 2009 (KUGEL LEGAL). Before that, he worked in the Agrochemicals, Biocides & REACH group at Field Fisher Waterhouse LLP and previously in the Environment, Food & Chemicals group at McKenna Long & Aldridge LLP.
He represents a wide range of companies and trade associations. His clients also include government authorities (including the European Commission), and he is regularly consulted by national and foreign law firms seeking independent support for their clients’ cases (a lawyer’s lawyer).
Peter frequently collaborates with other specialists such as (eco)toxicologists, safety experts, research institutes, laboratories, and scientific or governmental consulting firms.
